Impact Planning Services was established by Robert Gillespie BA (Hons) MRTPI in 2006.
Robert has been a planning practitioner since 1979 and has been in consultancy for 29 years. Robert decided to establish his own planning consultancy following an extensive and varied career commencing in local government, moving to the private sector in 1984, having been a partner with one of the UK's leading planning consultancies (Chapman Warren), director of a major multi-disciplinary environmental consultancy (RPS Planning Transport and Environment) and finally director of a specialist urban regeneration company. Robert is also a founding member of the Environment Bank Ltd which is the UK's first company to promote habitat banking or "conservation credits" as a new concept in environmental mitigation. He established this company with Professor David Hill in 2007. Robert has also served as a Trustee of the Town and Country Planning Association.
Robert Wilson, BA (Hons), MSc (Dist) MRTPI, Associate
Robert is a chartered town planner who joined this consultancy in April 2016 following 36 years of experience in local government. That covered both development management and planning policy in councils from the south east, east midlands and south east midlands. Previously Development Plans Manager at Milton Keynes Council (one of the fastest growing local authorities in the country) for over 10 years, Bob successfully steered the Core Strategy though, when many others were being found to be unsound, Prior to this he led the Gedling Local Plan through to adoption and in so doing achieved a significant review of the Green Belt. Before managing the Policy team at Gedling Bob worked as a Senior and then Principle officer at that authority. He was a Senior Assistant at Ashfield Council and started his career at Chelmsford City Council in both policy and development control teams where he dealt with over 50 appeals in three years.
Jeremy Flawn, BA (Hons) MSc MRTPI Associate
Jeremy has worked in consultancy for 18 years, working initially for a minerals and waste specialist practice before joining mainstream planning consultancies (Chapman Warren, RPS Planning Transport and Environment, and latterly Pegasus Planning) where he worked with major house builders, Government Departments, Non-Governmental organisations, developers, landowners, charitable trusts and other clients.
Jeremy joined Impact Planning Services Ltd in 2008 and has worked on a variety of projects since then including planning appeals for major mixed development and renewable energy schemes, applications and appraisals for developers, landowners and others
Benjamin Seward, BSc (Hons) AMIEnvSc, Research Assistant (Environmental Policy & Implementation)
Ben joined Impact Planning Services Ltd in early 2014, following the completion of an Environmental Science BSc (Hons) at Plymouth University. While Ben's specialty is Environmental Policy which includes; Environmental Impact Assessment Screening & Scoping, Environmental Statements and the assessment of ecological survey material, he fulfills several roles within IPS. Since joining the practice Ben has developed a strong understanding of planning policy and its interpretation this has been shown throughout his involved in wide variety of projects from crematoria and biomass boilers to small to medium residential developments.
